I see a bad idea here. I see erosion of people civil rights in each country. Because bigger military powers have bigger muscle to flex in smaller foreign lands and annex certain laws that would normally protect locals.
I know governments abuse powers and when they pass laws in secret well no citizen will benefit from it. Only select elitist interest groups will gain from lucrative close door dealings.
Anyhow thats my 10cents to this post.
