Team Fortress 2 started as a mod for Quakeworld, Red Orchestra started as a mod for unreal, you have to start somewhere I guess.
Firepower is a mod and not cheap when it came out either with not a lot different than even just the new stuff in Phase 3 list. There are no "rules".
