Those problems you describe are classic symptoms of a weak power supply not getting enough juice to the vid card.

Time to RMA that paperweight and pay the 15% restocking fee.

The 7600 PCI-E version requires about 67 minimum watts to function properly.

I would not go with anything less than a 600w PSU or a quality 500w PSU with your setup.

You have to do your homework or you're going to get screwed.

Here's a link to a very informative forum to help you figure things out for your PSU:

http://www.hardforum.com/forumdisplay.php?f=93

That link will take you straight to their section on power supplies.

I recommend that place to anyone that's upgrading or building a new system and needs some solid information to help them out.

Just make sure you use your own best judgement. Sometimes the people in these forums suffer from a certain snobbishness towards budget hardware. We're talking power gamers and overclocker freaks here.

For example, you will never read a good thing there that is said about ChiefMax power supplies. I bought one (550watt with 2 cooling fans) because money is always tight for me and it has performed beautifully so far for seven months under various loads. The 32 amp 12v rail gives me more than enough juice to run my Radeon x1650 Pro 512mb AGP vid card.

Hope this helps...and I also hope your vid card didn't get hosed by that weak PSU.
