Compass Games is working on a board game that simulates the U-Boat War in the Atlantic on a grand strategic (Doenitz) level. Steel Wolves. It's a solitaire system I believe. They came out with one last year that covered the US submarine campaign against Japan. Might be a source of good ideas.
