I like the idea of having an officer request a transfer, because the chain of command requires that any request from within your command goes through you first. It would also be cool if your exec came to you with such a request from an enlisted man, because that would be
his chain of command.

The problem I have with that one is that you would likely not break that news. You would make the request to your superior, and the officer in question would recieve it as an order from command. A captain can't actually 'fire' or 'hire' anyone directly.
