Because it's a quirk in the game, I just go sit on the star and time compress for 48 hours, put up the watch and get it over with then you can go do what you want. If the star has binoculars on it that is. And I have noticed the star doesn't always change even when the message 'clipboard' says complete. It doesn't change until you move or move the map. So watch the clock when you first get there, do 48 hours at least and see if that works.
If it has a flag, then the first part of the mission is complete just getting there, then you will recieve an additional mission, usually "engage AND DESTROY enemy merchant shipping" I think that part is based on tonnage to determine whether it completes or not.
Another "quirk" I have noticed is that sometimes I have found if you engage before the time is up (binocular mission) I have had the time start over. And if you leave the containment area before it completes it may not complete at all. So if there are several targets going by you, you may run out of torpedos before the mission is complete. Just an observation, have not really done any extensive testing.
