BTW I am seeing the same thing (with my trusty ATI X1950Pro), but there is a trick, which makes you see the halo around the sun..
Go to nav map press "left alt" + "tab" key, to get back to desktop then press "left alt" + "tab" key again to switch back to nav map, now press F11 and aim at the sun quickly! and take a screenshot. It's odd, because it actually works, so there must be a way to make it work for more than a few seconds.

BTW, to avoid confusion with regards to NSM4, feel free to add my versions of ROW Special Effects for NSM4 as alternative downloads to ROW PE.
