We still use plastic bags when doing our grocery shopping.  However we do try to cram as much as possible in each bag at the supermarket. We end up with about 4 or 5 bags per weekly shop. We then re-use these bags as our garbage bags for the bin in the kitchen and for similar uses as Subman described.
A bigger problem are those that just dump their litter out of the car window and in the streets because this is the stuff that ends up in our oceans via the storm water drains.
