I just checked the museum & Fiji displays ok, what would cause it not to show on nav or attack map, or not lockable, very puzzling!

Well, the flag indicates it is a Royal Navy cruiser, so it's not likely a
Northampton-class cruiser. It looks to me like it could be a
Southampton-class light cruiser if it is not a
Fiji-class light cruiser.
