Doolittle81: yes, that is correct. It's incorporated in TMaru. Captain Cox also used it in his Search Pattern Mod (custom HUD that added a couple more search patterns, weather report, and a few other things I don't remember right now), that's how I got it.
The easiest way to get a Weather Report is assign a keyboard shortcut. Use the SH4 Keyboard Config app and assign any key you like - or, open up commands.cfg from TMaru and copy over this text
