I also think proper homing torpedoes could be a decent stop-gap measure for the targeting issue; so long as you are on an intercept course, the torps should take out the target even without a firing solution (the only problem is finding out if your shooting at a friendly before the fish are launched).
First soviet torpedo SAET-50 now is abscent from navy.
