This "bug" actually reflects historical reality; for example

• the Japanese sank five battleships at Pearl Harbor: one (USS Arizona) was destroyed in a magazine explosion; USS Oklahoma was refloated, but it was too badly damaged to repair and so it was decommissioned; but the U.S. repaired the other three (California, Maryland, and West Virginia) and sent them back into the war.
• The British raised two battleships (HMS Queen Elizabeth and Valiant) from the bottom of Alexandria harbor and sent them to fight in the Pacific
• The Italians raised the Conte di Cavour from the bottom of Taranto harbor, though it never returned to action.
• The Soviets raised the heavy cruiser Petropavlovsk from the bottom of Leningrad harbor, repaired it, and returned it to the defense of Leningrad.
