if you have manually targeting on, you can klick on this "silver ring" (tool to get speed/range/aob of target). when you click on it the attack periscope changes the bars to your mentioned red/yellow/green bars.
since you have to add range/aob/speed manually there is no need of a notepad anymore.
flags only at observer periscope : i think its wanted, dont know.
i played SHIII one year ago for lets say a month in arcade mode without any mods and are now playing it with GWX and OLC Jagd Tools and after watching the Video Tutorial its no problem to get aob/range/speed manualy. perhaps just download the video tutorial, watch it and try it yourself with manual targeting
