That sounds very weird. If you have the icon available to order raising the snorkel, and you get a verbal confirmation, you should both have one and see it rise.
Do you have a list of all the mods you have enabled? And what boat are you driving, what year is it and where is your home port? That might help narrow down the posssible problems.
