Anther question: When you ran notepad to edit the text files did you launch it as administrator?

The short story is anytime you are editing files under c:\Program Files you need to right-click the app and launch as administrator.

Note: Having your account be a member of the" Administrators" group is not enough. You either have to use the built in account called "Administrator" (turned off by default) or launch the app as described above.

The long story is that UAC is a set of increased security stuff in Vista. It's necessary for Vista be more secure, however it's also a bit of a pain because people and programs are used to operating in Windows' previous lax environment.

Part of UAC is to no longer allow normal privilege applications to save files under the C:\Program Files directory. However, in order to avoid breaking existing applications, they added a silent file redirection where normal app-writes to folders under Program Files are redirected to another place (somewhere under the user data folders, IIRC).

When running at the highest security level the writes to Program Files are not redirected.

Anyway, you may not be seeing your changes reflected in the game because when you saved them, they were saved to a different location than you thought.
