Frankly, it's just plain boring.
The seas were swarming with Jap ships up until the fall of Java. The first campaign I mentioned I found the large slow convoy off Cam Ranh Bay, one of the larger convoys I've seen in SH4; new campaign just started today, go up to Lingayan, patrol, go up to Vigan, patrol, go up the Luzon Strait, and right now I did a quick run to get in front of a huge convoy--presumably an invasion convoy!

So, I'm seeing the opposite, the place is teeming with targets. In addition to fishing boats and sampans. I wouldn't give up, maybe it's just bad luck.
