I believe it would be 7˚ 30' N. I've only got one such message yet, and I was close enough to the general vicinity that I could make out the longitude (it was something like 14710E, which I assumed to be 147˚ 10' E...proved correct by the presence of enemy activity). It would seem that Ultra only gives you those messages if you're in the ballpark, so it would be difficult to interpret "1345E" as "13˚ 45' E" would put you off the coast of Africa.
