When you say enabled everything GWX-Fix French and GWX-No medals on crew can you post a list ?
IIRC you start off Freetown as something has changed in the flotilla\LND files and the game doesnt know where to place you
Usually this is failure to rollback SH3commander then disabling\adding a mod
So you end up with a mix of files that dont match
