Reinstalled SH3...nothing. As for old drivers, I clean the system with Driver Cleaner Platinum Edition each time I change over, so it's unlikely to be that.

I've got AVG Professional running 24/7, again, I don't think there's anything wrong with the executable. It hasn't been changed since install. Besides, I wouldn't trust Norton with a TV remote, never mind my PC

Yes, and the disk is permanently defragged - I use Diskeeper to take care of fragmentation "on-the-fly". I've had Diskeeper for ages, so it ain't that either.

Starforce is long gone. I got rid of that garbage with their removal tool.

The frame rate is rotten whether I'm in port or at sea. A steady 5-10fps throughout. The amount of traffic doesn't really alter things, except make an already poor showing even worse.

Thanks for persisting, Fenris_Wolf, I appreciate the help...but I don't think I'm going to solve this one. I tried changing my card's ID with DXTweaker (to a Radeon 9800 and Geforce 6800) to try and fool SH3 into thinking I've got something else installed but, alas, no joy there either. Neither with shader forcing. Changing slots to force it to use another IRQ didn't give any results.

I have found out that the card uses a Pericom PCIe to PCI bridge in order to use the PCI 2.0 slot, and I've changed the latency for the bridge to 32. That didn't help either, though it decreased stuttering in other programs. I'm pretty sure that SH3 just hates G86 chipsets, given the amount of problems other people have had with them. I very much doubt it's a software problem. Perhaps this is the time to move on to SH4, hopefully the support will be better. I've had it sitting around for a year and haven't played it once. To be honest, the US Navy does nothing for me, so it's a pretty unwelcome move. As far as I'm concerned, GWX 2.0 is the zenith of the SH3/4 engine.
