Not being the programmer (but being a long-time game player and scripter for some other games), the answer probably lies in the fact that while the ships sunk - you did not actually sink them. Therefore, since you did not get credit for the kill you did not succeed with the mission objectives.
Same happens to me in the Schnarhorst [sp] mission. I cannot get to the destroyers fast enough and as a result, even though they all sink, I don't succeed with the mission.
Best bet - if you get too frustrated with it, go to another mission...will save a lot of grey hairs in the future...
