I bet it was the latter. From what I've read and researched on German submarines, there was no device that automatically fired the torpedoes without any intervention from the crew; after all, German torpedoes were launched with compressed air, just like the American ones were. Not to mention, it wasn't as if the technology between both nation's torpedoes was drastically different, so it's likely U-boat captains paused as well in between firing a multiple number of torpedoes.
