Patrol is time-on-proximity based.
Deploy is proximity only.
You often get a "Patrol" after accomplishing a "Deploy" order. I have found the "Deploy" distance to be much more varied than "Patrol" and is often between 40 and 80 miles for me. When I have strayed outside the 50 miles after a PATROL order, I've had to make up the time by patrolling longer because the clock restarted.

It should be pretty obvious to anyone.
Deploy mission: the star turns grey upon reaching the way point and you recieve a message to prosecute shipping once it does. Once you recieve that message you are free to go hunting. Any ship, any where even hundreds of miles away from the original waypoint. You just have to reach a certain amount of tonnage to fullfil the orders.
Patrol : When you reach the area the star does not change. A hidden timer is started and you must remain within the radius for a period of time. Wander outside that radius and the timer is reset evidently. It doesent matter wether or not you sink a damn thing, just stay in the area.
