Yes, that's correct.
I've found an earlier thread from someone with the same problem:

Might be something 'stock-related' as upgrades apparently sometimes do not work after reloading an inbase save, however i've had the problem after starting the following patrol immediately after upgrading/crew management inbase, didn't save in between.
