If you use SH3 Commande with "Malfunctions and sabotague" option ticked, it can be a technical problem (diesel malfunction) - to fix it go back to base (or simply reload the game, which is not quite exactly what the feature is for).

Also if you were submerged before, your batteries could be still loaded by one of the diesel.
