Usually, yes. That just indicates the max DirectX it will work with.
As for me, since I'll never downgrade to Windoze Shi*sta I'll never have the misfortune of dealing with DX10 (all those poor people wasting money on certain hardware, not realizing that DX10 doesn't use it anymore...). There are just too many things wrong with DX10 and M$ isn't likely to fix it.
