As stated before the whole idea of GWX is to make the experience as realistic as possible (keeping the gaming aspect of the game as well). The ocean was full of ships at the time and especially close to the coast one could find loads of smaller ships like trawlers, fishing boats etc. That's why they're there. You can always sink them with your Flak guns and get some renown as well
