i noticed that too, that in the end the germans lose, and thank heavens they did anyway, but it adds an edge to the game, like a caged animal trying to fight out. thats why i kinda dislike SH4 because in the end you win, no matter how many ships you sink, how many medals you earn. like a lion to a lamb.

same with the german side, both the german and american sub forces were a bunch of cowboys going somewhere that only people could dream (and frequently do) both ended up fighting for their lives no matter when in the war they fought, the game manual, for it does not state

"this game is a tribute to how badly we beat the germans in WWII"
or
"this game is devoted to how we crippled japan."

its dedicated to brave men, and i think sometimes we lose sight of that.
