I've had this problem as well. Still running 1.3, and ROW (including Sounds). But the problem persists even after I disable ROW Sound. I had made a list of the ships that lack the hydrophone sound, but I misplaced it somewhere

Even took a peak at the various sound-related files, but couldn't make heads and tails of it.
