There is no way to make an airbase mobile as its a static base
Adding aircraft to ships does work AFAIK ONLY if there is an airbase in range of the ship
So late war when aircover covers almost the entire atlantic you should have a chance of seeing more aircraft from ships
Whether happens or not is another matter
Air patrols\sightings are notoriously fickle in SH3
