I think it is a marketing pitch. Caveat emptor! My rough translation:
RARITIES IN GOLD

German U-boat Stamp 1916.

The merchant U-boats Deutschland and Bremen went to the United States of America before the entrance of the USA into World War I. The Deutsche Versicherungsbank GmbH ("German Insurance Bank, Inc.") issued postage stamps for the company that operated the merchant U-boats, Deutsche Ozean-Reederei ("German Ocean Shipping Company"), on September 18, 1916 with the permission of the German Post Office. The stamps combined postage and insurance premium in their nominal value; the value of the postage was transferred later to the postal administration. These stamps promise highly stable value in editions of between 200 to 1000 copies.
