Alternately as you dont have commander listed and I dont use it either
you can either locate "Wolfies Tweak Pack" which has a mode to
change the settings or you can do it manually simply by opening
the following file in a text editor like word or notepad or whatever.
open
C:\Program Files\Ubisoft\SilentHunterIII\data\Cfg
then open the file
Main cfg.
locate this section
[TIME COMPRESSION]

(max tc avail when near land)

(max tc avail when sub under damage)

(when a ship or sub enters sensor range)

(tc defaulted to when you recieve a message)

(tc at which bow spray etc effects shut off)

(max tc when being hunted)

(max tc when stalking enemies)

(max tc at which you can be outside)
