this means if you give a petty officer an Iron cross 2nd class, he'll have enough experience to be promoted, however, if he wasn't eligible for promotion at the end of that patrol, he still wont be when you give him a medal, first he'll have to do another patrol, this is probably because of paperwork involved or something...

or you could "manage your crew" in sh3 commander and use that to adjust to your liking.
