each crewman has a base amount of renown
and is awarded more on the completion of patrol
in the case of the early promotable they had more
base renown in the first place and the cumulative
renown qualified them even though your other crewman
deserves recognition you cant promote him till he qualifies
for promotion. best you can do is give him a medal or reward
I tried enhancing crewman experience specific to their stations
in shIII but to no effect where in shIV skillsets are a little more
specific.
