It would be interesting to see how much of this is due to the slowing economy, and how much due to the new laws. It's probably a scissor effect, but knowing the breaks would be beneficial for other states.
By their nature, migrant workers are often the first to react to worsening economic conditions. Shocks hit faster, as does expansion. Job security is nil.
