Hi!

The U.S. uses IALA System B, where red is to starboard entering a port; almost every other country uses IALA System A, where green is to starboard entering a port. See this site, which we referenced and hotlinked on the "Buoys" page in the Manual.

GWX uses IALA System A universally, as I think BBW's head would have exploded had we forced him to use different systems in different countries.
