Well, in Italy there is a one fits all tv license, doesn't matter if its black and white or color tv.
You pay the same amount.
Same thing if you possess a recorder video (vhs) or even gasp mobile phone with the ability to recieve public airwaves broadcast.
Our law is in the standard of the italian way that is to say quite bizantine.
You have to pay a tv license not only on a tv, but on any device wich could
potentially be modified to recieve tv airwaves.
Now could a law be so generalistic as to be useless ? :hmm:
