Go to

C:\Program Files\Ubisoft\GWX\data\Campaigns\Campaign

Open the SCR\RND and LND with notepad

Look for the line

WindSpeed=4.000000

Make sure it = anything except 0
Make sure all 3 files have the same = number too

Then save
Should solve it
