Did you check that the batteries are not charging? In a damaged boat they often charge up to 99%, and then you get the report "Batteries charged 100%". Because they actually are at 99% though, the loading goes on and on... and you run out of fuel because the fuel consumption is phenomenal. Rough weather does not make such a huge difference, that you wouldn't make it home from any of the normal patrol areas with 50% of fuel remaining, provided that you run at the most economical speed(~9 - 10 knots in fleet boats) and on surface most of the time. Fuel leaks are quite rare and usually occur only when the boat is severely damaged, and are so fast that you run out of fuel in a matter of minutes, or hours at most, not days.
