It's just a bashed Takao. Based on the sil I can't even tell off hand what was changed. Doesn't look like Tone to me.
Personally I'm not keen on adding "new" ships that aren't really needed if they don't look like the ships they are supposed to be. I'm willing to make exceptions for stuff we really need like Kaibokan, but if it looks just like Takao... use Takao.
