I'm sorry Ducimus if I've somehow insinuated that any mods have anything to do with this. I can confirm:
this happens on a clean install of the game. None of the mods I use cause this.
I got tired of trying to fix it so installed mods to play then got the brainstorm to take the above screenshot to illustrate my problem, as I did use the search function and all I got was the graphic flicker on the sea (which I don't have).
