well i seem to have fixed it, it doesnt seem to happen with the vanilla game for me. im now playin with RCRD + RFB plus NSM and a couple of other minor mods and im noy havin this issue anymore. this leads me to the conclusion that
1 - TM was causing it or
2 - more likely that i just havin replicated the conditions for it to happen. i remember it started happenin when i was sneakin in close to a port in japan at night. dunno if thats what caused it or not
