I think the Tommies use the Passenger/Cargo vessels to transport vital war supplies such as helium gas and ping-pong balls across the atlantic. They just do not want to sink!

Not only torpedos In genereal I need 1,5 to 2 times more deck gun shells to sink them during surface action as I would need for other freighters of comparable size.
Ok, only in 80%, the other 20% they use up the normal amount of shells.

+ wood
+ cork stoppers
+ empty barrels

Imagine they would have naval guns? I suppose evil ideas to send them to the sea.
