There is a similar utility to SH3 Mini Tweaker, which doesn't use tweak files. It's called Silent 3Ditor -

It's only in the second alpha version, but I've tried it out & it seems stable on my system.

Be aware, it does require the installation of Microsoft .NET 2.0 (incl. with the download, if it is not already on your PC).
