I don't know how exactly the interface mods do their job, but it's a good chance they replace the menu_1024_768.ini file with a modified version of 1.3 version of the file. If that's the case, the item with the 0x31020001 ID is missing (which is for the new icons displayed in navigation map for ports (and as part of the "strategic game" in the add-on)).
So you need to get your hands on the clean version from 1.4 patch.
The conclusion is that all 1.3 interface mods that change the menu_1024_768.ini are NOT compliant with the 1.4 patch and will cause the navigation map to crash.
