some of the tweak files are not quite rite. they were sh3 tweak files that were rewritten to find the values for sh4 but some are showing strange values as you described so not every value shown is always tweakable if you cant understand it. once the last ubisoft patch is done i suspect someone with the appropriate skill will go back to these tweak files and correct the erronious entrees.
