By the sounds of things he's not going to be paid peanuts for the job, so why should his or his spouses plumpness be a drain on the state when it (seems to me) obvious that the guy will most likely pay for any medical bills privately.
I don't know about NZ, but if you've got the money go private. Public healthcare is not all it used to be certainly here in the UK as my other half will testify.
If it were me on principal I'd tell NZ immigratin to fk off and find another 'critically skilled worker' elsewhere, if they can.
On reflection it's increasingly obvious why every tom, dick and akhmed is comming to the UK when other countries have immigration rules like these...
