Binding a shortcut key to the TDC auto-update... Yes, you can do it, but there will be a problem: pressing the key won't show/hide the firing solution dials panel (bearing, range, aob, speed) it will just switch the TDC between auto and manual ("in the background" if you like). Because of that I advise against using the KB shortcut to avoid confusion as to whether the TDC is on auto or not, but, if you're confident you can keep track of it, playing that way won't break anything in the mod. You sound pretty knowledgable about the files but just in case you don't know how to bind a key: you can find and download the Set Keys program and use that.
To change the position of the CE Reports popup, disable the mod in JSGME, open menu_1024_768.ini (the one in the MODS\OLC GUI... folder, not the one in your SH3\data... folder) and find an entry called something like "FBAC dials slideout". That entry will have a line that reads
Pos=A,B,C,D
where A,B,C,D are numbers. Lowering/increasing A will move the position of the dials left/right respectively. Lowering/increasing B will move them down/up respectively. Do not change C or D. When you've saved the change, re-enable the mod and try it out. Note that you'll need to completely restart the game each time you make a change, in order for the change to take effect.
