well, i already know everything that yall said. Dive stops at 70-75 yes. I was leveled off and wanted to go back up. My speed was low because it was like an hour game time later. Nothing i did would resurface me. I think it was just a game error. Anyway i did another carreer and everything works like normal now. I knew all laws and whatnot it was just that it was physically (sp?) impossible to resurface without ballast. Thankyou all
