Not sure I get this, I've already got the Flight1 ATR-72 for FSX and FS9, it's been available for months. Unless they are talking about a boxed DVD release, in which case it would make sense.

Incidentally, it's one of the best payware add-on aircraft for FS by a considerable margin, being officially endorsed by ATR and made with copious assistance from them. ATR actually use it as a marketing tool for the real thing, which gives you some idea of how close it is to the real thing.
