There are legal issues involved with using mods. If a game is a huge hit, someone whose mods was used without his consent could potentially sue for a % of the profits. The lawyers would normally ask for a signed waiver from the mod maker assigning all his rights to UBI, but since mods are often improved upon by many persons, it may be difficult to pin down the exact authors. It is easier for developpers to not to get into that mess and to ignore mods altogether.
